In this role he oversees implementation of the programs to stimulate technological innovations\, use small business to meet Federal research and development needs\, increase private sector commercialization of federally funded research and development\, and foster and encourage minority and disadvantaged participation in\ntechnological innovation. \nMr. Shipley has over 30 years of experience working with DoN and DoD programs. He began his career in financial management providing programming and planning for DoN shipbuilding and research and development programs. In 2007\, he joined the DoD Office of Small Business Programs to provide overarching program management support to the DoD SBIR/STTR Programs. In 2013\, Mr. Shipley transitioned to the DoN SBIR/STTR Programs Office to support policy development\, program management and outreach and joined the civilian workforce in July 2020 as the DoN SBIR/STTR Commercialization Program Manager. Enhancing the ability of the small business community to create and transition revolutionary technologies that benefit the warfighter\, federal government\, and commercial marketplace is of paramount importance in Ms. Thabet’s role of program director\, DARPA Small Business Programs Office (SBPO). In her role\, Ms. Thabet administers the DARPA Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. She also leads and helped establish the agency’s inaugural Partnership Intermediary Agreement (PIA)\, DARPAConnect\, an effort designed to break down barriers of entry for performers new to DARPA and the national security space\, and educate them on how to engage and work with DARPA. \n  \nPrior to joining SBPO\, Ms. Thabet spent more than 13 years with Booz Allen Hamilton supporting DARPA and the DoD by providing program and project management for complex government contracts with a focus on project and financial management. Before her time at DARPA\, Ms. Thabet spent time as an attorney\, specializing in contract law and general litigation. Prior to NSF\, he was the Director of Research and Development at Micro Magnetics\, where he led a development effort to commercialize a new family of high-performance magnetic microsensor products for demanding consumer and military applications. During this time\, he also served as a visiting scientist at Brown University and as the Principal Investigator on a number of federal grants and contracts\, including NSF Phase I and Phase II Small Business Innovation Research projects and an Advanced Technology Program award from NIST.
