Increase in NIH SBIR/STTR Omnibus Budget Guidelines for FY23
The U.S. Small Business Administration has increased the National Institutes of Health (NIH) statutory budget guidelines for all SBIR/STTR applications coming through the Omnibus FOAs to the following amounts:
- Phase I Awards: $295,924 total costs (direct costs, indirect costs, fee)
- Phase II Awards $1,972,828 total costs (direct costs, indirect costs, fee)
Applicants proposing studies that fall under one of the SBA-approved waiver topics may be allowed to exceed these total award amounts.

NIH SEED supports the participation of Small Business Innovation Research (SBIR) and Small Business Technology Transfer Research (STTR) recipients at life science investor and partnering events throughout the year.
