With the SBIR program currently inactive, many federal agencies continue to engage small businesses through Long Range Broad Agency Announcements (LRBAAs). These are sometimes referred to as Open BAA, Standing BAA, Umbrella BAA, or a BAA with Rolling Admissions. LRBAAs offer a flexible pathway for innovative companies to present research and development ideas directly to government sponsors.
LRBAAs are government funding mechanisms that invite proposers to share innovative or exploratory ideas with the government. An LRBAA is typically open for 3 to 5 years. The LRBAA may not have funding committed, but it often leads to funding through incremental awards, Other Transactional Awards, or follow-on contracts. The Department of War (DoW) and the Department of Homeland Security (DHS) frequently use LRBAAs to open lines of communication between innovators and decision-makers.
An LRBAA is a standing, multi-year solicitation: it remains open for several years with periodic topic updates. The R&D scope is broad and generally covers diverse challenges. Many awards go to small, innovative companies. Most LRBAAs use a two-phase submission process. It often starts with concept papers or “white papers” and moves to full proposals if invited. Because LRBAAs remain open, companies can engage year-round, making them a practical option for businesses that previously relied on SBIR cycles to introduce new technologies.
