The DOE’s 2024 SBIR/STTR Phase I Release 2, was supposed to be released on December 11 but has been delayed indefinitely.
Interested applicants will be UNABLE to submit Letters of Intent until the solicitation is released. Here are suggestions on how to proceed:
In recent discussions with DOE SBIR/STTR staff, there is not an estimate for when the solicitation will be released. The staff DID say that WHEN it is released, the entire schedule will be somewhat compressed but still fair to applicants.
The solicitation must allow a minimum of 30 days before proposals are due. Our best guess will be the timeline from solicitation release to proposal due date will be 7 or 8 weeks. (Typically DOE gives ~10 weeks from solicitation to due date.)
Bottom line: BE prepared now to react quickly!

- Use the time now to contact the topic author to confirm your idea is a good fit for the topic.
- Get your Letter of Intent READY, so that when the solicitation is released, you can submit your LOI right away.
- Start working on the Full Proposal now. You could use the FY24 Phase I Release 1 solicitation as a guide (DOE-FOA-0003110: https://science.osti.gov//media/grants/pdf/foas/2023/DE-FOA-0003110.pdf). It is unlikely there will be significant updates to the “Narrative” requirements, which is the meat of the proposal.
