Senior Advisor and the Director of the Rapid Integrated Scalable Program (RISE)
Mr. David “Dave” Busigo, Jr. is currently assigned as an IPA to the (DoD) Office of Small Business Programs (OSBP). His assignment officially started on June 2022, where he has been assigned as a Senior Advisor and the Director of the Rapid Integrated Scalable Program (RISE) to OSBP. Prior to the OSD assignment, Mr. Busigo, joined the Finance organization at ARLIS on August 23, 2021 as a member of the UMD Visiting Faculty after 43 years of service to the Department of Defense. Throughout most of his tenure in the Department, Mr. Busigo, held senior level management positions in a variety of agencies overseeing the budget, finance, acquisition, and policy.
His last 24 years (1997-2021) with the Department, was at the Defense Advanced Research Projects Agency (DARPA), where he served as a senior manager in a variety of Technical and Support offices. He was selected for a Senior Level (SL) appointment in 2008. He served as the Acting Director of the Rapid Innovation Fund (RIF) within the Office of the Under Secretary of Defense for Research and Engineering (OUSDR&E), on a detail from DARPA (2019-2021). Prior to this detail, he served in a variety of technical and support offices to include the: Information Technology Office (ITO), Information Exploitation Office (IXO), Management Support Services (MSO), Adaptive Execution Office (AEO), and the Director of the Small Business Office. Mr. Busigo was also appointed the Senior Government Lead for the construction of the new DARPA building, in Arlington, Virginia. In each of these SL positions, he was responsible for financial oversight and business activities, including acquisition, financial analysis, budget planning, and execution.

The Michigan SBIR/STTR Assistance Program provides SBIR/STTR training and proposal development services to technology companies with costs covered in whole or in part by the state. The program is funded by the Michigan Strategic Fund (MSF), administered by the Michigan Economic Development Corporation (MEDC) and managed by BBC Entrepreneurial Training & Consulting.
